Pigeon control on a large building can be very difficult, especially if the pigeons have been there a long time. The feral pigeons that we deal with in most parts of the world are rock dove pigeons which are descendants of homing pigeons.
If the pigeons were born at the shopping center, then that becomes another problem, as this is their home. Getting them to relocate is very hard to do.
Flock dispersal becomes the main concern and the problem here is that (at least in the USA) bird lovers will be very upset at the slightest hint of danger to the pigeons. There is a product called "Avitrol" which is designed for flock dispersal, but in the USA it is a restricted use product and cannot be sold to the general public. It has to be applied by a licensed Pest Control person. In India, there could be a similar product, not sure.
If you can send me pictures of the shopping center and the areas where the pigeons are the biggest problem, I can hopefully give you some control advice.
