Baby cockroaches can look like baby beetles. The only problem is that most "beetles" don't have young that look like adults. The beetles are the adults, the young are usually larvae, and have the same life cycle as a fly or butterfly.
Depending on where you live and a lot of other conditions. I would venture to guess that the issue you are describing is that of a "dermestid beetle" of some variety such as a Carpet Beetle - http://www.epestsupply.com/carpet_bee...
