Conquer contains esfenvalerate which is a synthetic pyrethroid insecticide. I don't see on the label where it is specifically permitted to use on furniture and mattresses, nor where it is labeled for use against "presumably" bed bugs?
Most synthetic pyrethroid insecticides will not eliminate bed bug infestations, as most have built a fairly strong tolerance or "resistance" to them.
With that said, Conquer could work, and as long as the proper precautions are taken such as not coming into direct contact with it - wrapping the mattress in a protective encasement, etc, I don't think there will be any problems or issues.
