As long as the pipe remains broken or there is any hole that the mouse or rat can gain entry into, this could be a problem.
Plumbing pipes are not intended to have breaks or openings, and any of these could allow rodents and insects access. Once inside the pipe (which are usually not full of water) they can easily crawl or get access inside a toilet or sink.
If the problem is mice (small size, small ears, small tail), use traps such as the Trapper Mini Rex - http://www.epestsupply.com/product/BE...

Whatever you decide to do, remember that with traps or bait stations, you are only killing rats or mice. In order to control them, and keep them outside, you have to make sure that there are no holes or openings that they can gain access to.
Making sure that holes, pipes, and any access points are secure will be your first line of defense.
