For Carpenter ant control, I never recommend spraying anything, unless it's Termidor, Phantom or Premise. These are non-repellent chemicals that will not cause the ants to split or divide into new colonies. Almost every other chemical will cause the ants to split and divide and this can cause major problems. Basically it can cause a single nest to divide into several new nests.
The problem is that you really can't spray these products indoors. Also, the combination of spraying and baiting won't work, because you can't kill ants when you are trying to get them to feed on something and carry it back to the nest. It's counterproductive.
Carpenter ants will nest anywhere there is access to moisture, rotted wood, and access to plants that provide a food source of aphids and mealybugs. This is what they feed on. Most importantly, in the winter, they have to have heat too.
So yes, they can live under the house in a crawl space, inside the walls, etc. Probably not under the deck if it is very cold. They are probably inside the walls.
Eaves, windows frames, facia behind gutters, etc, are the most popular places Carpenter Ants nest.
The best thing to do is use Carpenter Ant Bait such as Advance Carpenter Ant Bait and apply it inside the walls through the switch plates, apply it into the eaves if possible and it can also be scattered under the house.

When the weather warms up, I would highly recommend using the KM Ant Pro Liquid Ant Bait Stations around the house. This system replaces the Carpenters Ants food sources killing the ones inside the house, and also providing a food source for ants that are likely to migrate in from other areas. Basically it provides a barrier of protection around the home. Here is the link - http://www.epestsupply.com/antpro.php
If anything has been sprayed, then I would wait a couple of weeks and let it wear off before applying any baits.
