There is no right or wrong way for this rotating owl head to spin, and no way to adjust it. The owl head rotates randomly and when at rest should stop at different positions. It does not not automatically rotate back to a centered location or to the front. It just bobbles around.
If it rotates to a certain location, then I would think that is balance or wind doing this. It is not a a problem and would probably work better than a standard forward facing head.
If it bothers you looking at it, then imagine what the nuisance birds would think......
