Normally, killing carpenter ants outdoors requires baiting with a long term baiting strategy. The KM Ant Pro system is what I would recommend.
The cockroaches are different, they can be controlled using traditional sprays and baits. Any type of gel bait is going to have a limited lifespan outdoors. The problem becomes using spray or baits that will repel the carpenter ants while getting rid of the roaches. This is what you want to avoid. Also, you can't spray if you have applied bait.
A scatter bait such as Maxforce Complete, or possibly even Niban FG could provide good results, although not as good as spraying. It really is going to take several products to control this, and there is not a good single product that will kill both Carpenter Ants and Cockroaches.
Bottom line is you will have to decide if investing in the KM Ant Pro system and then using a scatter bait such as Niban FG is in your budget. This is what I would recommend. This will also be something you have to do on a regular basis. Hope this helps.
