I am not sure how I can help you. It almost sound like the bed bugs are back. If something is biting you and causing welts and itching, and you have had bed bugs in the past, then I would assume that they are back.
The clear casing you describe are probably body casings of bed bug that have molted. The black specks are probably their droppings.
Heating and heat remediation for bed bugs are only 90% effective. There is a 10% chance that some will survive. Given enough time, they will repopulate and the problem begins all over again.
Carpet beetles are usually not a human pest. You can be allergic and sensitive to their hairs, but I would doubt that this is an issue. It sounds to me like bed bugs.
