Systemic sprays such as Merit and Dominion will be the only way to control leafminers. Dormant oil sprays will help, but only with eggs that layed during the fall. Eggs that are layed during the early spring will not be effected if the Dormant Oil is applied earlier. Dormant oil only smothers or kills the eggs that it hits on contact.
Repeat applications of Merit or Dominion 2 L every 8 weeks or so during the growing season and this should help. Using a rotation method of Systemic and contact sprays such as Cyonara or Bifenthrin will also help. So basically you could use Merit or Dominion on the first treatment then use Bifen on the second, then rotate back to Merit or Dominion for the third treatment and then back to Bifen for the fourth and so on. Just keep treatments consistent and this will provide the best results. There is no 1 time spray cure.

Yes, either Dominion will work. They all contain Imidichloprid.
