Most granule insecticides are nothing more than either corn cob bits or sand that is coated with the liquid insecticide and allowed to dry. So when the granules get wet, the chemical simply washes off the surface and into the ground. This is they way they are designed to work. The chemical actually gets diluted in most cases.
Low amounts of rain will aid in dispersing the chemical into the soil. This is why most need to be "watered in" after application. Too much rain however will dilute or wash it away.
