When carpenter ants are found inside the house, it is common to assume that they are feeding inside the house. Carpenter ants do not eat wood for food, they only eat insects and plant juices. So they have to go outside for food.
When using a bait or any liquid ant bait station, these bait placements must be set in areas where the ants would normally forage for food. This is usually under shrubs, plants, trees, decks, and in hidden cool areas. Not direct sunlight or in open areas.
So to answer your question, as long as the bait stations are near sources where the ants would normally feed, then yes you can place them next to the foundation. If the foundation is a sidewalk, driveway, porch or other area, then no.
