Do you have a totally rain proof rat poison that can be put outdoors and not melt in heavy rain?

I have a mouse problem in the attic and walls of a rental house. I want to get rid of them so I'll probably put rat poison in the attic and I'd like to put some around the exterior of the house, as well, but need a wax type that won't melt in heavy rains that we get here in the south. I don't want to put out bait traps or houses, just the rat poison.

The only rodenticides available for that type of use would be wax based such as Contrac - or Havoc XT - http://www.epestsupply.com/product/23.... They will last through a rain, but if they get wet and stay wet, they will mold. Almost all rodenticides these days are designed to be used inside of rodent bait stations such as the EZ Klean - http://www.epestsupply.com/product/EZ...

Due to EPA regulations, there are no rodent baits I am aware of that are labeled for use outdoors without using a tamper resistant bait station.
