Most chemicals as they get older don't get stronger, they get much weaker. Which product are you referring to? How old is it?

Since you don't know the name of the solution or what it is, I can only give you some general comments.
1) Any chemical that is mixed with water will only last a few days once mixed. The concentrate (in the original container will usually last 2-5 years depending on what it is. Tap water contains minerals and chlorine that immediately begin breaking down most insecticides once mixed. They have to be used within a few days to achieve optimum results.
2) Any concentrate chemical that needs to be disposed of should be taken to a facility that accepts household chemicals and not simply thrown in the trash. Most cities have facilities that accept household chemicals, paint, aerosol, engine oils, etc.
3) If the chemical is mixed with water and is in a sprayer, the contents should be poured along the outside foundation of the home or building into the soil. Most insecticides can be discarded in this manner, just make sure it doesn't drain into a sewer or septic system, pond, lake, etc. Pouring along the foundation will help to keep bugs out of the house too!.
