Hi Don, the overall best way to kill bed bugs is by using a residual insecticide such as Transport Micron and also using a growth regulator (Nyguard). This needs to be applied every 2 weeks to almost everything in the trailer where bed bugs can hide. If you can crawl underneath and spray the sub floor, do that too.
Bed bugs are not going to migrate through open areas such as along the ground, etc. They will migrate between rooms, etc, but not crawl in open outdoor areas.
Also, know that as a general rule, the are not going to be any farther than around 10 feet from their food source (your BIL). So anything within 10 feet needs to be really evaluated and inspected.
Get a good shop vac and start looking for them. If you find them, suck them up. Go on a search and remove mission first. Then, after you have removed as many as possible, spray everything with the Transport and Nyguard.
Most pest companies will charge hundreds of dollars for this service with no guarantee. If you do this yourself you can save a lot of money.
