Flour beetles are difficult to control. You have to go through all of the food, open it up (even if sealed) and if you find them, throw the food away. Then after the cabinets and pantry are completely cleaned, vacuum thoroughly and then spray those areas with any quality insecticide such as Demand CS. Demand CS has no odor, dries clear and will help to kill the beetles that are hiding in the cracks and crevices.
When you start putting the food back into the pantry and cabinets, make sure that it is totally clear of beetles.
Cockroaches are best controlled using gel baits such as Advion Cockroach Gel Bait. Place tiny pea sized dots of bait in the corners of cabinets, drawers, along the counter backsplash, and anywhere you see the roaches. Keep replacing the bait when it is eaten until all signs of cockroaches are gone.
