Rain can definitely dilute and wash it away. The general rule on outdoor treatments is to apply the product (not in the rain) when it is dry and let it dry. Then make a determination if it controlled the pest you were trying to control. This could be at 1 week, 2 weeks, etc.
If you need to reapply at that point, then regardless of rain or sun or heat, reapply it. In some areas, you can't wait for it to stop raining because it could rain almost every day to some extent.
