Are the traps capturing the rats? or are you referring to a bait station with bait? How are they winding up in the pool?

The only other option is to use a trap and trap them. If they eat the bait, they will usually get sick and look for water before dying. This could be the reason that you are finding them in the pool. You can use a standard T Rex trap inside of the Protecta HP or Original bait station. This way, the traps are protected from pets and children. The number of traps you use can be difficult to determine. I would start with at least 2.
Placing any kind of barrier outdoors to keep rodents away is virtually impossible unless it is an 8 foot wall with a smooth surface that they cannot grab hold of. There are no sprays or deterrents that will work for any period of time to keep rats away.
The only way to control rodents is to make it impossible for them to gain entry, and then use either baiting or trapping to capture the ones that are left inside. There are no easy cures, and in most cases, what you are doing is about the only way to kill them besides trapping.
