If used properly no. The way dusts are applied is into cracks, crevices, voids, etc. Don't scatter this dust around baseboards and in cabinets, etc. If you apply it correctly, you will need a "puffer" type duster and puff it into cracks, and the places where insects live. If you make a mess with it simply clean it up.
This way, pets are never exposed to it, so it can't harm them.
