The single best thing to do is to apply a granular insecticide such as Talstar PL to the lawn. I would even go so far as to recommend using a growth regulator such as Nyguard. This will help stop any propogation of the flies.
The most important thing is to try to dry the soil up. Depending on the type of grass or soil, this could be the problem. Drying it up will help tremendously. Overwatering can cause huge problems, so if you are watering, then I would recommend to stop or at least come up with a different watering program.
A granular insecticide always works best. I would apply it every 30 days until it freezes for best control. The IGR only has to be applied every 4 months during the warm season.
