When using Termite Bait stations, and specifically, a station that does not contain any toxicant initially, it is important to establish a feeding cycle with the worker termites that will encourage them to continue feeding and then "transition" to the new bait. It is extremely important that the termites are uninterrupted as much as possible during this process and typically what you are doing is really a "bait and switch".
Normally when about 90% of the wood in a termite detector station is consumed, the wood is then removed and a "toxicant" station is put in place. Hopefully, the termites transition to this new toxicant without being repelled and without leaving the station.
This is how most of the termite baits were initially designed to work, and in my opinion, still the best method.
So basically, wait until the termites consume 90% of the wood detector, then put in the toxicant. Here is a helpful page on how termite baiting works - http://www.epestsupply.com/termite_baiting.php
