The single best product to use on Persian Rugs is Ultracide. This product is actually designed to kill fleas, but sell cases of it to rug dealers. Ultracide will kill carpet beetles, clothes moths, etc, the same way that it kills fleas. It also contains an IGR, "Insect Growth Regulator" that interrupts the life cycle of immature pest stages, such as eggs, larvae, pupae, etc.
Simply spray the top of the rug until damp, flip it over, then spray the bottom. Then flip it back over, let dry, then roll it up and place in a protective bag or re-stack on other treated rugs or replace on carpet. If replacing on carpet, it is best to treat the carpet below the rug before replacing it.
Ultracide has a slight Alcohol odor and it dries fast. Its the overall best product to kill carpet beetles, clothes moths, silverfish and other fabric pests. Even though the label directions does not specifically mention these pests, just know that it works, and if it kills fleas, it will kill any crawling pest.
ultracide will not cause colors to bleed, it is not water-based, and will not cause shrinkage. It is very safe to apply and works extremely well.
As far a cats, just keep them off of the rugs until dry. It will not harm them once dry.
