Typically, cluster fly infestations are the result of either a humid, moist, stagnant, or organic growth such as mildew or mold situation. In many cases they will nest in soil, but in other cases they will nest in walls, etc. It sounds like this may be the case.
If the wall is wet or moist and the flies are breeding inside of it, then the only long term way to solve the problem is to dry it out. You didn't mention if this was the case, but most of the time moisture is the culprit. Dusting inside the wall with a dust such as Delta Dust can help, but it is not a long term cure and probably will not solve the problem.
