Insect Growth Regulators are not the same as an insecticide. They do not kill insects. IGR's only disrupt the growth cycle. They are about 80% effective in doing this. So the bottom line is that spraying this product on your lawn will not result in any dead insects. It will only disrupt the breeding / life cycle. In time the insects will recover and start to multiply again. This product needs to be applied with an insecticide such Talstar or Bifen for best results.
To answer you question, yes the lawn needs to be dry before application, and then allowed to completely dry after application. Reapply every 3-4 weeks as needed to maintain control.
