Wasps will burrow into cracks and crevices to establish nests. They are not capable of actually digging out cement and causing damage to cement. What I would recommend to do is to use an insecticidal aerosol such as CB80 and inject it into the holes to kill them. You could also inject the holes and immediately seal the holes with cement patch or mortar mix. Either way, you should have some success at killing them. Actually any wasp or hornet spray should kill them.
If the wasps are merely crawling through a crack in the brick and have established a large nest inside the cavity of the wall, then it might be a bigger job than what I just described. If the nest is very large (several feet in diameter for instance) it may have to be removed. How this is done varies, and may require the services of a professional beekeeper who has the training and the equipment to handle it.
