The best advice is to not take any food or flour products with you. If they are indeed flour beetles then foods such as whole grains, flours, etc are the culprit. Dry dog food can also be an issue. If you don't take any food and throw it in the trash, then you can't take them with you.
I would also highly recommend to treat the cabinets and pantry of the new apartment with a residual insecticide such as Demand CS BEFORE you put down any shelf paper or move your things in. If they are not flour beetles and some other type of beetle, then this treatment will also help to control them.
