Subterranean termites are killed at the ground level. Treating the soil around the posts and under the slats on the fence is what you do. Do this by digging a shallow trench 3-4 inches deep around the posts and under the slats and applying liquid Termidor diluted at .06% into the trench. The rate of application is 4 gallons per 10 linear feet. You can also spray the wood directly, although this will not kill the infestation it will kill the termites in the infested wood. Treating the soil under and around the posts and slats is the proper method.
