Do you have any food sources that they could be infesting nearby? Most of the time weevils, beetles and food product pests infest foods, they don't just randomly evolve from drains. They could also be infesting from outdoors.

The best way to determine if something is crawling up the drain pipe is to place some clear tape over the opening when its not in use. This way if they are crawling up the drain, they will get stuck on the back side. If not, then they are coming from within the house.
True weevils are associated with grains and food crops. If you live near a field where crops are grown, then the problem is within the field. If you live in the city, then its an almost absolute that they are coming in the food from the grocery store. If that's the case, then you have to go through all of your packaged food to find the source. I have article on how to kill flour beetles here - http://www.epestsupply.com/red-confus...
It doesn't really matter what insect it is, if it's a food pest, then the treatments are all the same. Flour beetles and weevils all are treated the same way.
