Garter Snakes are really difficult to control if the grass is not maintained, there is an abundance of brush, wood, debris, etc. But it sounds like you have cleaned all of that up.
The best plan of attack is to keep everything clean. Also make sure that the yard or area around the house if fairly insect free. Garter snakes will eat almost anything - crickets, cockroaches, rodents, etc. Spray the yard area with Bifen Insecticide if needed to control pests.
Snake Away is a repellent that you simply sprinkle around your home, the edges of fencing, property lines, etc. It repels snakes and make areas where it is applied uninhabitable. Click here for Snake Away Snake Repellent
The other thing you can do is to keep rodent bait stations such as the EZ Klean Rodent Bait Station with Contrac Rodent Bait around the perimeter of the home.
