The best answer is yes and no. Yes, any pesticide except baits (even organic and natural pesticides) could be very harmful to your parrots. I do not recommend to spray anything near them, around them, etc.
The dogs will be fine once everything is dry.
With that said, the KM Ant Pro Ant Bait System is the best overall choice for environment safety and for getting rid of carpenter ants.
If you know where the carpenter ants are located and can find "kickout holes" or holes that lead to their nest or colony, then it is possible to inject Termidor Foam into these kickout holes, or by drilling small holes in the voids around the window frame. Termidor foam is then injected into these holes and should kill the ants.
Be sure that if you do use Termidor Foam or any pesticide indoors, you take the birds out for the day and air the house out before bringing them back.
