The simple answer is no. The ingredients in the bait don't attract ants. The explanation is that worker ants have to be instructed by what are called "scouts" to feed. Workers follow a trail that is established by the scout ants to the food source. Until the scout ants establish a trail to the device, there will be no feeding. Its a very complex system that ants use. They simply do not wander onto a food source and feed. They are like a bunch of little "slaves" and only do what they are instructed to do.
The best advice is to make sure that the bait device is fresh and that when you touch it, you do so with clean hands. Be sure to wash hands before handling. It also helps to move the devices around if the ants are not feeding. You can also follow their trails to find the food source. Sometimes eliminating this food source (if possible) is the key to making baits work.
The other factor is the species of ants. Do you know what species of ants you are dealing with? We have a great page on how to kill ants here - http://www.epestsupply.com/ants.php
