When spraying baseboards, in most cases you really aren't spraying the baseboard itself, you are spraying "along" the baseboard. The idea is to place a layer of chemical along the edge of the wall so that when bugs crawl against the baseboard the receive a dose of whatever you sprayed.
In most cases , spraying up against and about 6" away from the baseboard is sufficient. If there are any ideas where you can spray under the baseboard by placing the sprayer nozzle in the crack under the board, then spray that too. This is normally where most bugs hide.
The best thing to do is to retreat the areas that you want to treat and then wait a couple of weeks and then do it again. Bed bugs are resilient to most pesticides. A couple of applications should knock them out if you are also treating the mattress and bed properly.
