What the label is referring to is mineral oil. You can purchase mineral oil from any hardware store. For large quantities such as those required for municipal mosquito fogging, an industrial supplier like Univar or a similar company that sells in 55 gallons drums or larger is the source.
For most residential fogging or misting, water is the diluent. Using mineral oil around your house in anything other than a high powered truck mount fogger will result in stains on paint, fences, cement and will also result in the burning of leaves and the killing of plants and flowers. You would basically be spraying oil on everything.
I don't recommend to use anything that requires a diluent other than water. Even for commercial fogging. For this reason, unless you are fogging or using trace amounts of Shockwave in a commercial warehouse, I don't recommend it. There are other products such as RipTide made by the same company (MGK) that are better and more economical.
