The label on Taurus SC doesn't specifically allow the mulch areas to be flooded. This would also cost much more than what its worth, so flooding is not recommended. The usual treatment is to trench and treat the foundation and apply Taurus SC at a rate of 4 gallons per linear feet. The label specifies this and it's what I recommended.
As far as the mulch, termites normally don't feed directly on mulch, but it can attract them. I would recommend to use a mulch that is easily biodegradeable. Or use rock or stone. Hope this helps.
