This is a huge problem in commercial facilities and the only things that give control are 1) Continual sanitizing and cleaning of the cans 2) Regular trash pickup - every day in some cases 3) Spraying of the cans inside and out with an insecticide that kills flies 4) In some extreme cases - the use of an automated misting system installed around the trash can or dumpster area.
IGR's in fly control normally don't work. The reason is that they lay eggs and hatch so fast that IGR doesn't have time to work. IGR's normally help in diminishing an insect population over a period of time - a few months in most cases. They will not do anything to stop insects that complete their life cycle in a few days.
There is not an easy fix for this other than great sanitation and cleaning with the regular use of a residual pesticide.
