Are the seats inner linings or cushions made of anything containing wool or animal skins? If so, treatment may be almost impossible unless the seats are removed and professionally fumigated. The only other option is to use an IGR such as Precor - I would recommend using the Point Source Applicators since they can be stuck under the seats, etc. and then also using the Insect Guard to try and kill the adults.
Both of these products should not do any damage since they are not sprays. They simply hang or stick some where - such as under a seat - and then disperse the chemical. Here are the links -

Like I said, these two products would be my choice to TRY and get results. They may or may not work. If not, the seat, carpet or upholstery removal replacement or fumigation may be the only option. It depends on where you live and if any company close to you offers these services.
