It depends on which species of beetle, termite or other wood destroying pest you are dealing with. Do you know what species of insect? In some cases, you might not need to do anything unless the infestation is active.
As far as treating the wood, it depends on the type of wood, thickness, etc. Bora Care penetrates wood up to 2" thick. It will not penetrate paint, stain or sealer. Those coatings have to be removed first before application. If the wood is accessible from the crawl space and there is not a subfloor, you may be able to treat from the crawl space. If there is a subfloor under it, then you will have to treat from the top. Sandind and removal of the sealer or finish is probably necessary.
