If this were cockroach eggs you would be seeing hundreds of cockroaches. It appears to be fly pupal castings. When a fly lays an egg, the larvae is formed. When the larvae (maggot) mature, they form a casting or shell around their body. (Just like a caterpillar does to a butterfly). This is called the pupae stage. An adult fly forms inside the pupal casting and when it is ready, the adult fly emerges leaving the casting behind.
I am not entirely certain based on the picture, but it appears to be flys.
