Tempo Dust is not inherently toxic. It is messy. If there is no way to clean it up, then tossing it out is probably the best option. If its a suitcase, then maybe take a waterhose and soap and clean it? That's hard to say. The water might leave spots, etc.
Tempo Dust is not sprayed. It is applied with a hand duster such as the puffer duster into cracks, crevices and voids. It is not used out in the open. Only in hidden protected areas where bugs live. It sounds like someone may have not read the label directions.
