Preemergent herbicides only effect weed seeds and stop them from germinating. They have no effect on living weeds. So basically a herbicide that kills living weeds and a preemergent that stops seeds from germinating can be applied at the same time. The trick however to getting a preemergent to work is to apply it during the "window of seed germination". Usually this is late winter / early spring and late summer / early fall. Check with your local agricultural or county extension agent to find out which zone you are located and when this window is.
