Unfortunately, the EPA has done a great job of taking product off of the market that work well to kill beetles like this. In today's marketplace, there are not a lot of options.
The only product that I can recommend is a product called Merit 75 that contains Imidichloprid. Merit is a systemic insecticide that will absorb into the roots of the tree and hopefully provide enough insecticide to kill the beetles.
Depending on the tree, if the beetles have heavily infested, it may be too late to provide any treatment. Merit 75 works best as a preventive and also as a remedial treatment for light or "new" infestations.
