Advion is only used to treat existing cockroach populations. Once its applied, check the bait every few days to see if it is gone. If not, don't touch it. Only remove it when all signs of cockroaches are gone. If the bait is gone when inspected and cockroaches are still around, reapply and continue this process until all cockroaches are gone. If the cockroaches don't seem to be eating Advion, you may need to change to another bait that is more desirable to them. Sometimes due to different reasons, cockroaches can become "bait averse" which means they won't eat it. If they eat it, they will die. Just because they won't eat it doesn't mean its not working, it just means you need to try a different bait.
