Bleach by itself, will kill cockroaches if applied directly to them. Orange oil, and other oils and soaps will also kill them if applied directly. The problem is that these products on work with direct application. They will not leave any residual to kill them later. Also, the damage done to the surfaces that these chemicals are applied to is not worth it. That's why most pest control products are designed to be low odor, safe to most surfaces, and also provide residual to kill them later.
If you had cockroaches in the basement, and it flooded, and you are now seeing them, that makes sense.
