It is possible for bedbugs to live in a car, but as hot as it gets in some areas of the country, it would be difficult for them to live very long. When the temps get above 95 degrees f, the bedbugs have a hard time surviving. Not sure where you live, but in the south, the temp inside the car can exceed 120 degrees in the sunlight. Bedbugs can't live in that environment.
If you are getting bites on you feet, it sounds more like chiggers, ants, or something that you are walking in as you are walking to the car.
