There are no considerations for rain, as the worms are gel and could only potentially dissolve. I have not heard of this, but it is possible if they stand in water long enough. The other issue is that they could become covered with mud making them inedible.
I would highly recommend to place the bait when there is no chance of rain with 48-72 hours. This way, the moles will eat the bait while it is still fresh.
