Flies that are migrating in from other areas and not breeding directly in the infested area are HARD to control. The reason is simple. They keep coming back, as you have stated.
There are a couple of things that I can recommend -
1) Treat the outdoor areas of the porch, eaves, etc, regularly with Bifen. This will kill some of the flies and help to repel others. Spraying the yard may also be an option.
2) Install a Flies B Gone trap or 2 far away from the house near the fence line. This will help to intercept flies that may be migrating from the Equestrian Center. Using Maxforce Bait helps, but in this situation, it may not be enough, as you really cannot put out enough bait to intercept all of them. The Flies B Gone has a really powerful scent and will not only attract them, but help capture them so they can't get away.
3) Indoors, use CB-80 and "fog" the house every few days when the flies get bad. Just point the can into the air, towards windows, wherever you see flies, etc, and give it a 3-4 second blast. CB-80 is natural pyrethrum and is released into the air like hair spray. It kills them on contact and then goes away. Stay away at least 15 minutes after using this stuff, or just do it before you leave for work or going out to eat.
4) Indoors - Fly Web fly lights can also help attract them indoors and capture them. It plugs into the wall and attracts them with a black light. A glue trap then captures them.
There are many other things you can try, but this tricks are some of my favorite. Outdoor infestations are the most difficult to deal with, but with a little perserverance, you can live comfortably.
Hope this helps.
