Yes Cyonara will kill Lacebugs and most insects that it contacts. Will it keep them off for good? Depends.
During the growing season, you will probably need multiple and/or regular treatments. Maybe up to 3-4 times per month.
Use at .25 oz per gallon of water. Mist the azaleas, and be careful not to do this in direct sunlight or when it is very hot. They will burn easily. Early mornings are best, or dusk, after dark.
