The foam is designed to be applied through small holes that you drill into the plywood. The foam will "fill voids" if any, behind the plywood.
You have to be able to apply it into the hidden areas where the termites are located - ie stringers, supports,etc. and other wooden members that the plywood is attached to. Spraying the exterior of the wood will not work.
As far as health effects after it has dried. Here is my opinion. It's poison. So use it with caution, and if you get any termidor on areas that exposed, clean it up with soap and water. Don't get any on the outside of the bait and don't get any on the water.
After it has dried, there should not be any airborne "vapors".
If it were my boat, I would not be concerned about health, more concerned about killing termites.
