I really can't give you an exact number based on your calculations. 1 can of Termidor foam will make about 5 gallons of finished foam. The amount of Termidor you require sounds like it might be quite a bit. Generally, on wall voids where studs are on 16" centers, 1 can will fill the lower portion of the wall up to a height of about 6 inches, and treat a section of wall about 6 feet long. So however you plan to do this, just keep this in mind.
Another way to make much more foam is to purchase the 20 oz Termidor Concentrate and make you own foam by using the Solo Foaming Sprayer. You also purchase the Termidor Concentrate and use the Needle Injector to make injections into the holes you are drilling.
However you decide to do it, I think that using mothballs and borate rods is overkill. I would just use wood putty or silicone sealer.
