Boractin is boric acid powder. It is designed to be used as a crack, crevice and void treatment. For example, you would use the "puffer" duster to apply it, and then puff it into inside cracks such as those between and under cabinets, beside and behind the dishwasher, inside of walls around plumbing lines and electrical outlets, etc. There are lots of cracks where cockroaches and insects can hide, that is where Boractin would be applied. If you apply it and you can see it, then it is applied improperly.
Outdoors, it can be puffed into the walls through weep holes, cracks and areas where electrical lines and where plumbing lines enter the structure. It can also be applied into attics, sub areas, etc. It is not designed to be sprinkled on the ground. Boractin has about the same toxicity as table salt, so it will kill grasses, shrubs, etc, just like salt would.
The best product to use outdoors is a sprayable insecticide that dries clear and does not harm plants such as Bifen or Demon WP.
