All pesticides will "dilute" to some extent when exposed to rain. Triazicide, is no exception. The best that you can hope for is that once you apply it, it kills whatever is there. If you get lucky enough to have any residual, that' great. You get to wait a few days or week before applying it again.
Depending on what you are trying to control, usually 2 or more applications is needed. This is true with all outdoor insecticides. You not have to kill the adults, but also wait for eggs to hatch and then kill the immature stages as well. Rain won't calculate into this much, unless you apply it, and then it rains and rains and rains, and really does wash the Triazicide away.
After you spray, and once it is dry, a small amount of rain won't hurt. More than a 1/4", and it will have to be reapplied.
